Given how he managed his “foundation” and his “school, ” stole from his own family members and treated his (illegal) Florida employees, there isn’t a shred of doubt in my mind that the man would have happily built his empire on slave labor had that option been available.

As I recall, the ranking system compared him to other presidents using ten different rating factors. If anything, they were generous to him. Let’s face it, Buchanan may have been a bust as president since he did nothing to stop the southern secession (he was Lincoln’s predecessor) but he never incited an insurrection.
