Bravo ... weii written and I couldn't agree more. As part of a community-based approach, I would suggest that we need to educate the citizenry in not only the right, but the responsibility, to participate. I don't often quote President Eisenhower, but he had a recommendation that I think we should make an expectation in our society: "Politics ought to be the part-time profession of every citizen who would protect the rights and privileges of free men." His language may be dated, but he recognized that, in a genuine democracy sovereignty rests in the hands of the people--the registered voters or electors--if only they can be persuaded to exercise it.
